International course on preparation of Peace Support Operations (PSO) conducted in cooperation with the International Committee of Military Medicine (ICMM)

21st - 25th June 2010

Audience : Military physicians that possibly will participate in PSO, be it within their units or as Force medical officer. In this first course a maximum of 20 students seems to be reasonable.

Course objective

Main objective : Enable military physicians to organize all necessary measures prior to deployment of military units
 

Subsidiary objectives :
- Learn to identify health risks related to any envisaged mission
- Learn to organize and conduct preventive measures and medical planning related do identified health risks
- Learn to evaluate measures taken related to defined objectives

Lectures on Military Health Service in Peace Support Operations
-First lecture : example of multinational UN led mission
    lecturer on the in Lebanon, 20 min
- Second lecture : example of a multinational NATO led operation
    lecturer on the operation in Afghanistan, 20 min
-Third lecture : example of a French operation
    lecturer on the operation LICORNE, 20 min

Overview of health risks in Peace Support Operations

Hygiene and safety in operations
- Golf War experience
- Experience from operations on the Balkans

Afternoon
Epidemic risks during operations and countermeasures

Presentation of cases that occurred during operations and cases that needed evacuation but could have been avoided because pathologies could have been detected prior to deployment

Epidemiological surveillance in the French Forces
Medical Intelligence : Presentation of the Medical Intelligence unit at DESP Sud

Topic: Execution of preventive medicine measures

Execution of preventive medicine measures before deployment. Example of a French Army unit;

- Medical fit testing
- Immunization
- Health education 

Thursday
Morning
Topic : Execution of medical reparations

Characteristics and importance of conducting preventive measures before deployment
- Vector borne diseases
- STDs
- Field hygiene

Afternoon
Syndicate work, groups of 5 participants
First part 2,5 hrs: Syndicates assess health risks and propose appropriate measures for a military unit prior to deployment;. Syndicates deal with specific and realistic scenarios.
The Medical Intelligence unit can be tasked to respond to requests for information.
Second part 1,5 hrs: Results of syndicate work are presented orally by each group with talks of 10 to 15 minutes followed by comments and questions.

The challenge of supplies during operations. Information requirement for preparing medical teams prior to deployment.

Evaluation of Medical support during and after operations. Organizing epidemiological surveillance procedures and standardization of feed-back (lessons learned)

Topic: Commanders point of view regarding Medical support

Talk of Chief of Staff, regiment level
-Designation of regiments and companies in order to participate in Peace Support Operations
-Importance of medical preparedness and operational challenges related to medical support
